Ryan White Grant Administration

The Ryan White HIV/AIDS Program is a federal initiative enacted in 1990 to provide primary medical care and social support services to low-income HIV-positive individuals who do not have health insurance or are underinsured. These services include providing outpatient primary care, dental, vision care, case management, medication assistance, health insurance premium and cost sharing assistance, substance abuse counseling, medical, transportation, emergency financial assistance, outreach, and medical nutrition therapy. The Ryan White Grant Administration oversees funding for these services in Houston and the surrounding areas.

Since 1992, Ryan White Grant Administration has awarded and administered over $300 million in funding to health and social service agencies in the Houston Eligible Metropolitan Area (EMA), which includes Harris, Fort Bend, Chambers, Liberty, Montgomery, and Waller counties. In 2022, over 15,000 people living with HIV/AIDS in the Houston EMA received medical and supportive services through Ryan White Part A funding.

Ending the HIV Epidemic Program Description & Services

In 2020, Ryan White Grant Administration began administering a new federal grant from HRSA/HAB entitled “Ending the HIV Epidemic,” or EHE. EHE funds are used to provide newly diagnosed individuals or those who have fallen out of care immediate access to a physician visit, a 30-day supply of medications, housing assistance, and transportation services.

The mission of the Ryan White Grant Administration is to provide consumer-focused administrative services, programmatic assistance, and technical support for Ryan White Program Part A and EHE-funded health and social services with integrity, accountability, and fiscal responsibility.

General Information:

The "Blue Book Resource Guide" published by the Ryan White Planning Council provides information about HIV/AIDS services, programs, testing sites, service providers, eligibility requirements, Ryan White registration sites, and service specific resources. The Blue Book is available free of charge from the Ryan White Planning Council Office of Support or it may be downloaded from their website.
